Random Lag spikes on Windows 10 Edition 0.13.1

For some reason, every once in a while, Minecraft will become unresponsive for about 5 to 30 seconds, leaving off at what I was doing. It also affects everyone else in a multiplayer world and it happened ever since I had some HDD problems and had to wipe windows.

My graphics chips are: Intel HD Graphics 4400 and AMD Radeon R720 (or something like that) It is set to Intel Graphics btw and not AMD)
Also, it is a Toshiba Satellite L50t-b
