Powered rails don't work if minecart is really slow

Equivalent bug on Java: MC-100954

Steps to reproduce

1. See image so that these steps make more sense.
2. /fill ~ ~ ~ ~100 ~ ~ rail
3. Replace the 1st and 79th rails with a powered rail (/tp ~78 ~ ~ while standing on the 1st rail)
4. Power the 79th (powered) rail
5. Setup minecart launcher at the 1st rail
6. Sit in a minecart and launch
   → The minecart does not get boosted at the 79th rail despite clearing it (it will clear the rail, I promise)
