The player is instantly defrosting when hit by fire

This bug report is a parity issue with Java.

Summary:

In the Java version, the frozen player (using powder snow) defrosts in 3 seconds, and in the bedrock version instantly.

Steps to reproduce:

1. Place powder snow.
2. Enter powder snow.
3. Wait a while inside powder snow (to better see the defrosting effect).
4. Set fire to a block nearby.
5. Enter the fire.

Observed results:

The player will instantly unfreeze.

Expected results:

The player will unfreeze 3 seconds after being hit by the fire (as in the Java version).

Notes:

This does not apply to lava. Since in lava the player instantly defrosts on Java (the bedrock version behaves the same)!
