You can't stand on scaffolding that is placed on powder snow

Summary:
When you place scaffolding on powdered snow you can't stand on it.

Steps to Reproduce:

1. Place down or locate naturally generated powdered snow
2. Place some scaffolding on it
3. Climb on the scaffolding

Observed results:
You will fall through the scaffolding

Expected results:
You will stand on the scaffolding

Notes:
In the attached video I was wearing leather boots to be able to walk on powdered snow, but I tested it without the boots and it still didn't work
