Swimming in blocks and taking damage instead if hitting head

I was mining underwater and a drowned killed me. When I respawned I jumped and started drowning in the block above my head. I was in a house the was 2 high, so I should've hit my head when I jumped instead. I haven't seen a report on this yet, so I hope this helps.
