Xbox One Local Multiplayer secondary players losing progress and restarting at starting spawn point

Main Xbox player account is working fine.

secondary players on Xbox multiplayer split screen now start at original spawn point each time they join.  
one secondary player was able to join through iPad and account, progress, and spawn point were restored, but when trying to go back to Xbox, everything is gone and back to starting point.
