Breaking blocks will not produce fragments of the broken block as a visual effect

When breaking blocks, sometimes the particle effects that appear when a block is broken don't appear. This seems to be fairly inconsistent.

Steps to reproduce

1. Open a survival world
2. Break some blocks

Expected results

When a block is broken, particle effects appear.

Observed results

Sometimes, particle effects do not appear.

Additional notes

I only noticed this after my friends joined my world. It seems to work for all the blocks shown in the clip including some extras like stone, diorite, granite, and andesite.

I have not done much testing on this. I only noticed this in my world after playing with my friends, so I would appreciate it if someone else helped me with this.
