Observers do not detect snow falling ontop/to the side or it.

When i was trying to make a snowfall detector, i realized the snow that was falling ontop of the observers didnt activate them.

Steps to Reproduce

1. Set up an observer in a biome that can have snowfall.
2. Wait for snow to fall on/to the side of the observer

Expected Results

1. The observer detects it

Observed (get it?) Results

1. The observer does not detect it and i wasted minutes of making a snowfall detector.
