second player on split screen does not have items or levels. logs in like 'guest'

After update 1.16.210 when playing split screen on xbox one, the second player does not log in with any items, experience or where they were last. This happens on realms and on locally saved world. If you log in as the primary player, your items are there. This only occurs if you log in as a secondary player. It's like you logged in as a guest.
