I can`t put out the fire without breaking or placing a block

I can't put out the fire on the Nether and in the Overworld without breaking the block that the fire is or placing a block on the fire. Please fix this, because when a ghast appears, it makes a lot of fire with its fireballs, then it's hard to put out the fire.
