The hotbar slots decreased when changing world from survival to creative world and back to survival world again

When changing world from survival world to creative world then back to the survival world again, you can see amount of the slotbar is different. I know maybe this bug report is duplicate of MCPE-9441, but this bug report has the different summary, not the version of MCPE.
