/gametest Works Without Operator Permissions

When going into a world with the GameTest experimental feature on, all players can access the /gametest command when they don't even have operator permissions.

This is NOT an intended feature because people without operator don't have access to /fill, /structure, etc which edits a bunch of the blocks and puts in blocks you can't normally get like barriers, command blocks, and structure in a world just like /gametest and it would not make any sense at all to allow all players to do this and mess up someone's world or realm.
