Kelp farm still grows slow

Kelp still grows slow no matter how you do the farm or replant. I also do not want to make the farm so big that it lags everyone. Update 1.16.100 and 101 had it working correctly. I understand that the behavior for the water block and piston was changed, but it is still slow growing.
