Tall grass spawn rates are bugged

The bug:
Tall grass spawns at a severely lower rate than it should. This results in barren, flat-looking landscapes, where double-tall grass seems more abundant and looks tacked on without normal tall grass surrounding it.

How to reproduce:
Generate an infinite world and find either a plains or savanna biome. Compare (if possible) to older versions of MCPE, or Java edition where needed.
