Commands placing pointed dripstone place stalactites, not stalagmites as in the Java version

This bug report is a parity issue with Java.

Summary:

Commands such as "/ setblock", "/ fill" place stalactites. And in the Java version, they place stalagmites!

Before version 1.16.220.50, stalagmites were placed that broke immediately MCPE-119173, but version 1.16.220.50 now places stalactites.

Steps to Reproduce:

1. Take off into the air.
2. Write the command: /setblock ~ ~ ~ pointed_dripstone

Observed Results:

A stalactite will fly down.

Expected results:

A stalagmite will be placed.
