Custom blocks are not registered in the creative inventory

Custom blocks do not appear in the inventory, even with the "register_to_creative_menu" component enabled

Steps to Reproduce:

1. Download the attached .mcaddon file and install the pack
2. Load a new world in creative with the behavior and resource pack active
3. Open inventory

Actual Behavior:

1. Blocks do not appear in the inventory creative mode, they can be issued using the /give command
2. Blocks from versions 1.14 and below no longer work

Expected Behavior:

1. Blocks appear in the inventory of the creative mode
2. Old blocks from versions 1.14.0 are working again
