Pillagers and Ocean monument elder guardians not spawning after turning it peaceful once

I turned my world peaceful for a little while, after that I went to find an ocean monument to do an achievement and turned it back on normal, then the elder guardian didnt spawn. The same thing happened with the pillager outpost. Nothing spawned even when It was on normal again. I think this is because I turned it peaceful, but I dont know.
