Can’t place multiple lily pads by holding down right click without aiming at a block through the water

The bug

When you hold down right while holding a lily pad, you will only place one lily pad, not multiple lily pads. If you are aiming at a block through the water it works fine. Works fine with other blocks. Relates to MCPE-90558

How to reproduce:

1. Go into a lake or an ocean, where you have water
2. Hold a lily pad in your hand
3. Don’t aim at a block through the water
4. Hold down right click
5. Move around

Observed result: Only one lily pad was placed.
Expected result: You place multiple lily pads when walking around, like you can with other blocks.
