Powder snow drops when exploding with TNT

This bug report is a parity issue with Java.

Summary:

In the Java version, when exploding with dynamite, powder snow does not fall out at all, but in the bedrock version it falls out in the form of a block (which should not be at all).

Steps to Reproduce:

1. Place a small amount of powder snow.
2. Blow up powder snow with dynamite (if not, repeat from 1 point).

Observed Results:

Powder snow can fall out as a block from dynamite explosion.

Expected Results:

Powder snow should not drop out at all when exploding with dynamite.
