Issue tilling land in certain areas

So I don't know how extensive this issue it but it is definitely a bug. I was working on a build and I go to till land for a farm area and it won't work, I tried with all different types of hoes and it wouldn't work. I tried breaking and replacing the grass block and that also wouldn't work. I went to a nearby village (within a few chunks) and tried some grass there and it worked fine, so I just tilled a line over to the area my build was in and at a certain point it stopped turning into farmland. I tried changing in-game setting and world conditions and nothing changed. I did find that you could eventually till the land if you placed another block above it and then destroyed that block. I am not sure how commonly this issue is going to appear because it really was only a chunk or so that I couldn't till. It is notable that I also could not place water on those blocks either.
