Sneaking in water activates sculk sensors

This is a repost of MC-207387 for Bedrock Minecraft.

Pressing the sneak button while in water does not prevent sculk sensors from activating while moving.

Steps to Reproduce

1. Stand in an area of water
2. Place a sculk sensor anywhere nearby
3. Press your sneak button
4. Move around a little

Here, the sculk sensor activates, even though the player is sneaking.
