Most copper blocks share the same block ID

The bug

All of the variants of copper blocks are implemented as block states and legacy item damage values instead of separate block IDs. This breaks java parity and the established pattern of flattened blocks in newer bedrock versions.

How to reproduce

/give @p oxidized_copper_block

→ It errors

Expected result
You get an oxidized copper block
