Pointed dripstone can be placed next to a cactus

This bug report is a parity issue with Java.

Summary:

In the Java version, the pointed dripstone is not placed next to the cactus as the cactus breaks. In the bedrock version, the cactus is placed next to the pointed dripstone.

Steps to Reproduce:

1. Place the cactus.
2. Place a pointed dripstone next to the cactus

Observed Results:

The cactus and pointed dripstone are standing nearby.

Expected Results:

The cactus will break.
