Ticks don't affect blocks changing states in 1.16.210.57 Beta

Steps to Reproduce:

1. Place a sapling or plant some crops
2. Wait for the sapling or crops to grow

Observed Results:
Ticks don't affect blocks changing states, so thing like saplings and crops won't grow. This issue does not occur when using Bone Meal on plants or when baby animals are growing.

Expected Results:
Game ticks should work correctly
