Some blocks cannot be placed on powder snow

This bug report is a parity issue with Java.

Summary:
Some blocks cannot be placed in the powder snow bedrock version, which does not correspond to java .

Affected blocks:

1. Flower pot
2. Mob head
3. Sea turtle egg
4. Conduit

Steps to reproduce:

1. Take the powder snow and placed.
2. Take the above blocks and try to place them on powder snow.

Observed results:
Blocks does not placed on powder snow.

Expected results:
Blocks pot will placed to the powder snow.
