Wall and fence connect to powder snow

This bug report is a parity issue with Java.

Summary:

In the bedrock version, the wall and fence are connected to the powder snow, while in the Java version they are not connected.

Steps to Reproduce:

1. Install powder snow.
2. Place an wall and fence next to it.

Observed Results:

The wall and fence will connect to the powder snow.

Expected Results:

The blocks will not connect.
