Sea pickle cannot be placed on lightning rod

This bug report is a parity issue with Java.

Summary:
In the bedrock version of the sea pickle, it cannot be mounted on the lightning rod. And in java version its sea pickle can be installed on lightning rod.

Steps to Reproduce:

1. Take the lightning rod and install.
2. Take the sea pickle and try to mount it on the lightning rod.

Observed Results:
Sea pickle does not mount on lightning rod.

Expected Results:
The sea pickle will mount to the lightning rod.
