Some blocks should not be placed on the lightning rod

This bug report is a parity issue with Java.

Summary:
In the Java version, the following blocks cannot be placed on the lightning rod, but on bedrock, you can. 

Affected blocks: (I seem to have added everything, but if I missed something - write in the comments)

• Torch (all kinds of torches, only from the side. On top of the java they install) ¹
• Snow layer
• Buttons ^{2, 3}
• Lever arm ^{2, 3}
• Coral ²
• Scaffolding
• Bell ^{2, 3}
• Rails
• Tripwire hook ¹
• Repeater
• Comparator
• Redstone dust
• Doors
• Fire
• Pointed dripstone
• Twisting vines
• Vine ¹
• Glow Lichen ¹
• Ladder ¹
• Amethyst Cluster ^{2, 3}
• Small Amethyst Buds, Medium Amethyst Buds, Large Amethyst Buds ^{2, 3}
• Big dripleaf
• Hanging Roots ³
• Weeping Vines ³

Note:
1 - Placed only on the side.
2 - Can also be placed sideways.
3 - Placed at the bottom.

Steps to Reproduce:

1. Place the lightning rod.
2. Place down the blocks mentioned here on the lightning rod

Observed Results:

The blocks can be placed

Expected Results:

Blocks should not be placed on the lightning rod.
