Using a lightning rod in hand doesn't let you interact with blocks

Summary:
Using a lightning rod in hands don't let the player break blocks or put the item itself in item frames or interact with any block (see video).

Steps to Reproduce (Survival):

1. Place a lightning rod
2. Mine the lightning rod with a pickaxe and pick it up
3. Try to break or interact with a block while holding the lightning rod

Steps to Reproduce (Creative):

1. Place a lightning rod
2. Clear your inventory
3. Pick block the lightning rod
4. Try to break or interact with a block while holding the lightning rod

Observed Results:
You are unable to break or interact with blocks while holding the lightning rod.

Expected Results:
You should be able to break and interact with blocks while holding the lightning rod.
