Nether vines don't break when the random tick speed is zero

Summary:

When set to random tick speed zero, weeping vine and twisting vine will not break if the base of the vine is broken. However, similar plants (such as bamboo, reed, or liana) break.

Steps to Reproduce:

1. Grow weeping and twisting vines.
2. Set the value to random tick speed zero.
3. Break the first blocks of vines.

Observed Results:

The vines will hang in the air.

Expected Results:

Blocks of vines that are not attached to the surface will break.
