Water/Lava drips from pointed dripstone far less frequently than Java

This bug report is a parity issue. When you compare both Java and Bedrock's water/lava drips, the ones on Java are noticeably drips more frequently than the ones does on Bedrock.

How to Reproduce
1. Place a water/lava above a block, make sure it is not flowing out.
2. Place a pointed dripstone below the block with the lava/water source above the block.
3. Watch water/lava drips.
4. Repeat the process on Java.

Observed Results
The water/lava drips less frequently on Bedrock.

Expected Results
It should be as frequent as Java.
