When the selected slot in hotbar is the 9th slot, it will switch to 8th slot when clicking the chat box.

Selecting the 9th slot of the hotbar, going to the Chat, then clicking the chatbox will switch the selected slot to the 8th slot. Doesn't depend on gamemode.
