Tab key doesn't properly navigate menus

The bug

The tab key does not properly cycle through all fields in a menu. This is an accessibility issue.

How to reproduce

1. Pause the game
2. Press tab ( nothing happens)
3. Press tab again (profile button is highlighted)
4. Move the mouse ( profile button is deselected)
5. Press tab again ( nothing happens)
6. Press tab again (invite to game button is highlighted)
7. Press tab several more times ( nothing happens)

Expected result

All buttons in the menu are highlighted in order with each press of the tab key, and remain focused even when the mouse moves.

1. Open a structure block interface
2. Type something in one of the fields
3. Press tab ( nothing happens)
