Unable to pick up Mattock with a full in inventory. Tool now lost.

When playing in the new world 'Bloom' I have found I cannot pick up the Mattock tool with a full inventory. Before realising this I attempted to collect the tool only to find it has now disappeared and I am unable to recover it unless I start a new world again from the beginning.
