Loading Spinner sometimes does not appear on the Achievements Screens, after Tabbing Out & Back Into the game

How to reproduce:

1. Go to the Achievements Screen
2. Observe the Loading Spinner appearing on screen while Loading the Achievements
3. Go back to the Main Menu
4. Tab out & back into the game
5. Go to the Achievements Screen
6. Observe the Loading Spinner not appearing while Loading the Achievements

Observed Results: The Loading Spinner disappears when Tabbing Out & Back Into the game

Expected Results: The Loading Spinner should not disappear when Tabbing Out & Back Into the game
