Phantoms don't rise when spawned near a cat

Phantoms do not rise when spawned near a cat.

Steps to Reproduce:

1. Spawn a cat
2. Spawn a phantom near the cat

Observed Results:
The phantom does not fly away from the cat and just stays on the same Y level.

Expected Results:
The phantom should fly up and away from the cat.
