Inc sacs are broken

Inc sacs dont work sometimes, Im trying to make a book and quill but inc sacs dont work in the recipe, I have inc sacs in my inventory but it says they dont exist. But when i try to dye wool black for example, it works. So maybe the book and quill recipe is broken, but im not sure.
