MAJOR Crash to Desktop related to UCRTBASE.DLL on certain Networks.

Minecraft for Windows 10 (Bedrock) crashes to desktop 100% of the time on loading a single player offline world. Occurs on both my self-built PC and my Microsoft Surface tablet, so hardware is ruled out. 

However, Tablet does not crash when connected to other WiFi networks, and PC does not crash when connected to the internet through a VPN, suggesting the problem is with how the library ucrtbase.dll interacts with certain - not all - network configurations, even though it is attempting to load a non-networked World. Also worth pointing out that the latest version of Minecraft (PS4) does not crash while on the network, indicating the problem is localized to how the PC version interacts with this library, or a bug with the library itself.
