Phantoms Over-Spawning

At night there are too many phantoms spawning at once. Usually anywhere between 6 to as many as 8. I found that even when you killed one phantom within the large group - more immediately spawn. 

Is anyone else currently experiencing an over-abundance of phantoms spawning during the night-cycle on the Xbox One X? I feel that there should be a cooldown of sorts for how often and how many spawn in a particular area.
