Activator Rail makes wool/cake sound when placing/breaking it

Activator Rail sound like wool. Might sound like cake, depending on which duplicate bug you reference. Either way, we expect it should sound the same as normal rail.

Does not occur in 0.15.10, but does occur in 0.16.0 beta build 5 (0.15.90.8).
