Cannot see/join Minecraft PE LAN

minecraft Win10 edition cannot see the ongoing minecraft PE version
The PE can join the win10 session

the PE version runs on:

asus nexus 7
Android 6.0
Minecraft PE 12.3
----------------------------

The win10 system is using Ethernet cable, not wifi
but connected to same router in same LAN
