I can't make a book and quill with an ink sack for some reason.

So when i traded with a wandering trader i used 1 emerald for 3 ink sacks and i can't use one of the ink sacks for some reason. And i also restarted the game and went out and back in the world and it is still not letting me get a book and quill. is this supposed to happen in the game sometimes?
