Cannot use anvils as the second player on splitscreen

I an not able to use anvils at all when I am playing as the second player on splitscreen on the xbox one. This is a new issue, several months ago I was able to use anvils fine. Right now, if I open an anvil and put items inside, there is always a red “X” over the arrow. This happens regardless of my experience points; even with 20+ experience points, I am unable to rename a nametag or enchant a stone sword with an enchanted book. Everyone else in the game is able to use anvils just fine (the first person on the splitscreen, anyone who joins the game from a separate device, etc).
