In-game delay with keyboard and mouse

My game has a very strange delay. I believe it is not my computer, as it has a GTX 1050 and an i5 (with the latest drivers) and I have seen other people having the same problem. Maybe it's V-sync, but I turned it on and off and nothing has changed, so it's probably not. Please fix this.
