Lighting keeps moving around

Lighting in the immediate chunks around me look fine but when you look a couple of chunks into the distance, the lighting seems to dance/move around the blocks and can't decide on how it is supposed to look. I tried using various rtx resource packs and still had the same issue. Sometimes when the game initially loads it is fine for a couple of minutes for all packs and then it suddenly starts no matter what I switch to or how many times I restart the game.

I am running an RTX 2060 6GB
