Dispenser doesn't place powder snow with a powder snow bucket

This bug is a parity issue
When you're using powder snow bucket to place powder snow with a dispenser, it drops the bucket instead of placing the powder snow block in front of the dispenser. This parity feature is present on Java 1.17.
