Cannot collect fish in a bucket on Xbox

Trying to collect fish in an empty bucket with no success. The fish will disappear like it was collected but bucket is either empty or just full of water, no fish. Please advise. Thanks! 

 

P.S. It somehow gave me the collect fish in a bucket achievement on Xbox but the bucket was not full of anything, not even water lol.
