The Hotbar Renders darker than usual

The Hotbar Renders darker than usual with devices that support Render Dragon. Devices affected: Xbox, PlayStation, and Windows 10. When does this bug occur? Here's the answer: Xbox = Always, PlayStation = Always, Windows 10 = Only occurs when using an RTX resource pack.
