Time Bug, Abnormally Slow Grass/Farm/Vegitation Growth.

Ive been having this issue for over a year now. My issue is Grass and vegitation. If I was to have a square of 10 dirt blocks surrounded by grass. It would take over 5 days for grass on dirt blocks to grow at least halfway if Im lucky. 4 months ago I have planted wheat. The wheat even to this day are not fully grown. I have searched all over the place but no one seems to have this issue. I have been waiting for an update for a year for this to be fixed. Please help.
