Player 1 skin not showing in local multiplayer and custom skins not loading

My younger brother and I wanted to do a star wars rp with the new star wars mashup and I chose to be Luke Skywalker and He chose Mando (we were doing non canon rp) but when he joined I looked like Steve even though the skin I chose was showing on my screen. We tried resetting the Xbox, logging out and logging back in, changing skins then changing back to Luke but nothing worked I still looked like Steve. Plus the skins I created weren't loading in game they just showed as steve as well I couldn't even edit them.
